Summary of the Chapter activities

1. Conferences information:

The Chapter participated in technical and financial co-sponsorship of 3 conferences:

1) XIII Saratov Winter School–Seminar “Microwave Electronics: Past, Present, Future”, January 31 – February 4, 2006. Such schools have been holding every third year since 1970 giving a unique opportunity for presentation and discussion of broad topics related to vacuum microwave electronics. The XIII School was organized by Saratov State University (SSU) and State Scientific and Education Centre “College”, SSU, with technical and financial co-sponsorship of IEEE Saratov/Penza Chapter.

Prof. D.I. Trubetskov (IEEE member) served as the Conference Chairman, Prof. Yu.I. Levin, Prof. Yu. P. Sharaevsky and Prof. N.M. Ryskin served as Members of the Local Organizing Committee responsible for Technical Program.
Nearly 100 participants from many regions of Russia (Moscow, St.- Petersburg, Saratov, Tomsk, Nizhny Novgorod, etc.), and foreign quests from Israel and Finland.
Nearly 30 of them — postgraduate students, young scientists and engineers from Saratov universities, academic institutions and industrial companies.
22 plenary lectures, 28 oral and 40 poster presentations.
Book of abstracts has been published and distributed at the conference. Special issues of the Russian journals “Applied Nonlinear Dynamics” (Issues 4 and 5, 2006) and “Radiophysics and Quantum Electronics” (Issue 10, 2006) with selected papers presented at the conference were published.
Financial support from the Chapter was $600.

2) International Conference on Actual Problems of Electronic Devices Engineering (APEDE 2006), Saratov, Russia, September 20-21, 2006. The conference was organized by Saratov State Technical University (SSTU) with technical and financial co-sponsorship of IEEE Saratov–Penza Chapter.

Prof. Yuri V. Gulyaev (Russian IEEE Section Chair, Moscow) served as a Conference Chairman. Members of Saratov/Penza Chapter played key roles in organization of the conference. Prof. Vladislav A. Tzarev (SSTU) was a conference Vice-Chairman and Local Organizing Committee Chairman, and Dr. Alexei Miroshnichenko (SSTU) was an Executive Secretary. Chapter Chair, Prof. Nikita M Ryskin was a member of Program Committee and co-chaired the section “Microwave Theory and Techniques” together with Chapter Vice-Chair, Prof. Michael V. Davidovich.
6 Plenary Lectures were presented by leading scientists from Russian and foreign scientists.
86 talks presented at 3 sections: Microwave Electronics, including Nanoelectronics; Microwave Theory and Techniques; Power Electronics and Applied Problems of Electron Device Engineering. Among the topics, there were theory and design of various microwave tubes (TWT, klystrons, BWO, magnetron, inductive-output tubes), solid-state devices, 3D simulation of microwave and optical structures (waveguides, transmission lines, resonators, optical fibers, photonic crystals, etc.), power electronics, signal processing and information transmission systems, microwave technology.
A volume of conference full-text papers was published and distributed among the conference participants.
During the Opening Ceremony, Prof. N.M. Ryskin made a short presentation on aims, structure, and activities of IEEE and Saratov-Penza local chapter for purpose of recruiting new members.
Financial support from the Chapter was $ 350.

3) School “Nonlinear Days in Saratov” for young scientists, postgraduate, undergraduate and pre-college students, October 25–November 2, 2006. Such schools are organized each year since 1998 by Saratov State University (SSU) with technical and financial co-sponsorship of Saratov/Penza IEEE Chapter.

11 educational plenary lectures on different topical problems of science and engineering were given by leading scientists from Saratov, Moscow and Nizhny Novgorod. Among the topics there were “Fundamentals of electronics” (B.S. Dmitriev), “Nonlinear oscillations and waves” (Yu.P. Sharaevsky, IEEE Member), “300-th anniversary of B. Franklin” (D.I. Trubetskov, IEEE Member), “From order to chaos” (S. Kuznetsov, IEEE Member).
12 talks were presented by pre-college students. 15 talks and 35 posters were presented by undergraduate and postgraduate students.
The volume of conference full-text papers will be published in early 2007.
A pre-college student competition in physics was organized.
Financial support from the Chapter was $ 300.

2. Chapter Workshop/Technical meetings information:

1) On September 28, 2006 the annual Workshop of Saratov/Penza IEEE Chapter “Electromagnetics of Microwaves, Submillimeter and Optical Waves” was held in Saratov State University. Since 2004 this workshop has been held within the International School on Optics, Laser Physics, and Biophysics “Saratov Fall Meeting” (http://optics.sgu.ru/sfm/2006) organized in cooperation with Saratov SPIE Chapter.

16 IEEE Members and 12 guests attended the workshop.

7 talks and 3 posters were presented, concerning various topics vacuum and solid-state electron devices, fundamental problems of electrodynamics, modeling of propagation of microwaves in waveguide structures.

A book of collected papers “Modeling in Applied Electrodynamics and Electronics” Issue 7 (Saratov University Press, Saratov, 60 pages, ISSN 1816-8221) has been published. Such books are published each 1-2 years since 1998. The book contains 10 research papers devoted to various problems of electromagnetic theory, simulation of microwave technique (waveguides, resonators, etc.), vacuum and solid-state electron devices. The Editorial Board consists of the IEEE Chapter members: Prof. M.V. Davidovich (Chair), Prof. N.M. Ryskin, Dr. I.S. Nefedov, Prof. D.I. Trubetskov, Prof. D.A. Usanov. Chapter expenses were $ 150.
On May 17/18, 2006 our EDS Chapter Partner, Prof. Vijay Arora visited Saratov. He presented a lecture and met with IEEE members. His local expenses in Saratov have been paid by the Chapter ($ 170).
On June 1-4, 2006 the Chapter Chair, Dr. N.M. Ryskin attended the EDS Mini-colloquium and R8 EDS Chapter Chairs meeting in Naples, Italy. He presented a report of the Chapter activities and future plans.
